According to Wikipedia and its source:

the pedalboard on a church organ normally goes from C two octaves below
middle C, to F or G just above middle C. That would make it MIDI notes 36
to 69 for a 32-key pedalboard. And Hammond organs with 25-key pedalboards
also start at that same low C, omitting the notes at the high end.
Of course the actual pitch will depend on the stop being played, but
starting at MIDI note 36 seems a reasonable thing to use as a "default"
for later modification by the stop, since it sounds like that's what
you're contemplating.
