[sdiy] Latvian export control issues

Hey Synth DIY team,
 
I'm trying to buy ICs in bulk quantities directly from ALFA, but because I
don't have a website, they're saying they cannot ship to me because there is
no way for Export Control to verify my identity and end use.  I intend to
use the chips for a very large personal build, not a product.  In any case,
I guess this is so Latvian semiconductors don't end up in the wrong hands or
whatever.
 
Has anyone else encountered this conundrum, and did you find a successful
work-around?  Is this just a Latvian thing, or does it apply all over the
EU?
