on CN1 you should read
Pin1<->Pin2 -15V DC
Pin1<->Pin3 +15V DC
Pin4<->Pin5 +5V DC
(it looks like you didn't get the numbering of the pins right).
Measuring the transformer should read something like
Red<->Red ~9V AC
Yellow<->Black ~17V AC
Black<->Yellow ~17V AC
This AC measurement should be done with the Transformer connected to the
regulator board.
