One thing to consider is, are all the CVs needed in one place/on one PCB, or do you need them scattered across a larger device (say, a modular synth)? In the latter case you could place the DACs where the CVs are needed and feed them with a common I2C or whatever bus. Much less wiring effort required, this could probably outweigh the lower cost of a DAC+S&H solution.

I’m curious, which CV needs 12 or even 16 bits of resolution with an update rate of a few kHz at the same time?
