Yes that's what I did for the HP product in the 80s.  I think if I was doing it nowadays I might try to use a faster clock with a larger counter and perhaps add some digital jitter to the output pulses, maybe by varying the last few bits of the phase increment, so as to reduce any EMC problems which we were only just beginning to worry about then.
