No, a single IGBT could not be used as an op-amp.
For that matter, no transistor can be used on it's own as an op-amp.
As others have said, you could probably use a number of IGBTs together to make an op-amp; or a mixture of IGBT and other transistor types.
I'd say that if you want the performance of an IGBT with the precision of an op-amp, then you'd probably put an IGBT in the feedback loop of an otherwise complete op-amp circuit. That would allow the precision of an op-amp with the high-power performance of IGBT.
