Well if you apply vibrato to a musical note generated by an FM synth, then over the period of a few cycles of the FM waveform the vibrato input will be near as dammit DC.
Kind of like how all this longwave 430MHz stuff seems a lot like DC when you work up around 60GHz and tune your aerial with jeweller's rouge...
