In KiCad you can import all settings from another board, see screenshot. Not from a separate DRU file though, as far as I can tell.

I believe KiCad remembers the last used settings, but indeed, this is a shortcoming. (b) is missing completely.

I see some pcb mfgrs now accepting the KiCad pcb design file itself. Saves you the whole gerber setup, although you never know what you’re going to get.
