Indeed.
In one of the products that I designed - the Livid Instruments Ohm64 - I had to adjust the LED refresh rate to a much higher speed so they could make promotional videos without distracting artifacts. I seem to recall that I had aimed for 24 fps updates to save on CPU, but 30 fps and 60 fps video cameras had troubles with this. I think I boosted the rate to 100 fps or 120 fps and that solved it. I do recall that going too high also had problems with brightness. In the end, the rate that worked on video didn't actually seem to cause trouble with normal operations, so the product shipped with the same update rate (i.e. it wasn't boosted just for the video and then throttled back, or anything like that).
In your case, you might not be able to adjust the update rate for the LEDs. I haven't used the NeoPixel, so I don't know whether such details are baked into the hardware.
