No you can't.
Vias will suck solder if it was paste reflow, but there's no way to solder the thermal pads from the other side of pcb using any kind of iron.
Putting a drop of pste under the chip and then soldering around with iron is also risky, because during alignment the paste will smear all over the place and may short something.
Since you plan to make slightly more than just a prototype, IMHO the best way to do it is to find a friend locally with p&p and oven, and do  whole assembly there, not at JLC.
