What about a pair of SPDT toggle switches right next to each other? 
You'd get your 4 positions, cheap readily available parts and a 
mechanical solution that will remember your setting.

Would just require an elegant way to show what UP/UP, UP/DOWN, DOWN/UP 
and DOWN/DOWN do from a functional standpoint. But depending on what you 
were switching it could be totally logical if they functions were 
grouped two-by-two anyways.
