The only quad packages in sockets I've seen are PLCC, and they are not
exactly "leadless", so maybe it's something different.
Oh, and then there was 80186 in very unusual quad package, but its
dedicated socked had nice and easy locking mechanism.
If it's PLCC put thin screwdrivers in the slots in diagonal corners and
just lever it out. It really feels like the chip would break in half any
moment when you do it, but eventually it goes out.
Maybe try to feed the crystal pins from external benchtop generator?
