I've seen mention of it in academic papers, e.g.

It doesn't seem like there'd be any reason a CMOS OTA would be hard to
build.  An OTA is not much different in structure from a current-mirror op
amp and those are routinely built in CMOS; and the authors of that paper
claim to have done it at least in simulation.
