[sdiy] Issue with CD4024 Ripple Counter

Hi Tim,

The BEs are made by Texas Instruments.

The BCNs are made by National.

Incidentally, I just added an additional 100nF decoupling cap between VDD
and GND close to the 4024 -- no effect.

So that we are completely clear, are these *all* made by TI, or are they
made by a mix of manufacturers, particularly the 'BCN' <-> 'BE' split?!

I have a single TI CD4024BE here, which I am tempted to stick on some
breadboard to see what _it_ does, particularly with reference to rise/fall
