Yes I'm in UK and the parts often come from Germany so there's customs involved.  They stopped allowing 'commercial samples - value £0' being put on the envelopes.

About 2 weeks ago I got sample from TI with no charge...
The part was worth around $7 I think, delivered by DHL very quickly.
Might depend where you are located I think.
