The algorithm yes, but what about all the other parameters? Could these have different values for the 16 notes too?

The DX7II was duo-timbral, BTW. And the TX802 (the sort-of rack version of the DX7II) was even 8-fold multitimbral. Did they have the same chips for sound generation as the original DX7?
