In short, yes.
If the capacitance was changing by that much over the working voltage range of the capacitor then it would have a gross and drastic effect on any circuit you used multi-layer capacitors in.
This is like the golden-eared audiophools who swear they can tell the difference between different brands of electrolytics in their amps - unless you do a proper double-blind.
Unless I see it reproduced, I'm not buying it.
