Actually the 1996 issues (pirated EBG&PCC) and the more recent matters of the last few years seem unrelated to me.
As I recall I collected something like 22  $15-fees for the illegal copies.   Each person sending in the $15 received an (obviously unannounced) new original printing of the EBG&PCC free (a $25 value) as reward for honesty.
I suspect that these 22 were a significant majority of those on the postal mailing chains who actually made copies; as some names apparently found it most convenient to just keep the “originals” they were mailed, sending nothing forward, breaking the chain and causing spurious and damaging  (to us) “still waiting for Electronotes” postings.
