‘Musically-appropriate’ vibrato has always been an intensely subjective topic.
When George Martin proposed a string quartet play on “Yesterday”, didn’t Paul McCartney say something to the effect of “oh, ok.. but NO vibrato”!!!
I’m currently learning to play blues harmonica, as well as the recorder… “vibrato” is a very different thing between these two instruments!
And, yes, I’ve heard similar opinions to your Mozart quote, that vibrato can hide a lazy or technically-insufficient player...
