About 25 years ago had to get some PCI boards certified. We never did FCC testing but did CE testing. CE (at least at that time) was more stringent and if you got that you were better than FCC certification.

I can see how 'digital modules' can fly under the radar with certification. Don't know about 'digital' stand alone boxes which probably don't have UL rated power supplies make it.
