[sdiy] Chineseum Capacitors

[drheqx]

Yeah, this was non political but the sad fact is that the caps in question
are from Taiwan and I didn't realize how pervasive this issue was. I buy a
lot of boards and modules from China and they are fine, so the issue seems
to be equipment that was made in the time period noted.
