“Ideal”?
It’s all artifice.
Our hearing was evolved as a survival mechanism: ‘what was that? Is that a threat?’ etc
So when you use panning, like so many other audio techniques, you are ‘playing' with people’s attention. 
The ‘ideal’ will differ with every scenario, I don’t think there is one ‘ideal’ method.
