Volume is distance cubed, so volume divided by distance is distance
squared, that is, area.

You can imagine the fuel being laid out in a bead or thin pile ahead of
the vehicle, and the vehicle consumes it as it goes.  Fuel economy can
then be thought of as the cross-sectional area of the pile that it takes
to perfectly supply the vehicle as it moves.
