The 6.2M PDF Neil Johnson linked to on archive.org is definitely rendered
text from OCR.  That's explained in the metadata on the archive.org page.
On examining the file, it seems that most of the fonts aren't even
embedded - it's rendering using client-side fonts.  But how is this
relevant to any of Barry's questions?  Even if it were true that a dirty
scan could fit losslessly in 6.2M, that would only make the tasks he faces
easier; and doing any editing of the scan in image files instead of PDF
would still be preferable.
