I think the reference is to the way LINUX is developed: many thousands of
people contributing to the creating/testing/debugging of code, using
software platforms like GIT and stringent protocols for contributing,
testing, versioning, and release.

As a certified (PMP) Project Manager, I have coordinated teams of
thousanads of developers and stakeholders to implement software projects
that dwarf this particular project by orders of magnitude.  It's completely
doable, but non-trivial, and I'm not volunteering to manage it.  And
management is not something that "just happens", it has to be actively done
across the lifecycle of the project.  I haven't followed this discussion
closely (since it seems like a replay of several previous discussions here
and elsewhere), but whether or not it's POSSIBLE does not seem to me to be
the issue.  I wish folks would really listen to what Bernie says, and stop
proposing "solutions" that don't fall within what he has clearly stated as
constraints.
