Indeed, and it was designed that way.  How you handle one note, two notes,
four notes, eight notes, sixteen notes, and so on, is a matter for your
specific device, not the MIDI standard.  Which note priority system do you
want?  How do you handle chords?  What about voice allocation?  And so on.
