I think it depends on the intended use of the oscillator.
For a non-modular "musicians-synth", like a SH-101, with a narrow
keyboard-range I'd choose always a rotary octave switch. Fine tuning
range depends on, whether hard-sync or FM with a second oscillator do exist.
For a modular synth I'd choose a combination of an octave switch (rotary
or toggle) and a fine tune knob for which the range can be switched
between a +/- 7 semitones and +/- 8 octaves. I have all my Doepfer A110
modified like that and I am very happy with it.
