You could achieve this with a triangle wave, something to detect
whether the triangle is going up or down (triangle core oscillators
will usually give you that for free), two comparators, and a bit of logic.
Have different thresholds to set and reset a flip-flop, one only
active while the triangle is going up and the other while it's going down.
Not every phase relative to the original triangle is possible, but every
duty cycle is, and there's no need to correct the frequency of the
triangle wave because it doesn't change.
