It varies from one university to another.  Some have already digitized,
others are jealous of their copyrights (though my understanding from my
brief stint thinking I might go for a masters in Neural Networks was that
most would provide you any given thesis as long as you were willing to pay
their fee -- which again was wildly varied as to how reasonable it may or
may not be).
