I never had a problem buying IPA, no special documents required. I think the volume I use is way below REACH directive anyway. So one time I think I purchased 2 tanks 20 liters each. But now I prefer 5l bottles, easier to operate. And I don't use IPA so much now, only for initial cleaning. I do it all now in Electrolube SWAS, which is very good. It takes a lot of contamination without affecting performance. I had to replace IPA in my washer rather frequently, but with SWAS I'm not sure if it's not a whole year already. And it smells good, I can work in it without gloves, and has beatifull color. Boards come out super clean out of ultrasonic washer. Then it has to be rinsed in water.
