If that's the case, I'd probably import the bitmap into inkscape,
vectorize it,
clean up the vector image, import into kicad, scale it, add drilling
info and export gerber files
Editing to accommodate for changes in footprints could either be done in
inkscape,
or you could remove the parts that would need to be changed,
and manually add those footprints and traces back using the kicad features.
However, this is assuming it is an absolute necessity to use the
preexisting board design,
it might be easier to reproduce the schema in kicad, to create a new
board layout
and finally to just order that design - the degree to which it is
inspired by the original would be up to you
