A scripting language, runs on most platforms.  I'd add possibly also in
perl if you're perhaps more familiar with that, it's the same idea.

If you know C that might be best.

It might also be worth investigating how many decimal points Google uses
for "sheets", their online spreadsheet tool, if you want to stick with that
paradigm.
