Looking on the datasheet here: http://www.analog.com/media/en/technical-documentation/data-sheets/SSM2164.pdf
Figure 6 is labeled as showing Amplitude horizontally in Vrms, however the vertical lines are marked from 20 to 20k(something), which suggests frequency.
