For high ratios definitely look into CIC filters. The Hogenauer
implementation is particularly efficient in hardware, and I have done
a software version that runs pretty fast on an ARM.
This was for converting PDM mic data into PCM on a low-cost 32-bit ARM
MCU for a commercial application.
