For turnkey stencil options specifically for paint: you should be able to
get a small pre-burned silkscreen w/ frame for under $50 if you look around
online, or a custom mylar stencil (as used on decorative stencils).
Mylar stencils + a sponge or foam brush will give you a nice clean image,
and then depending on what paint you use you would probably want to clear
coat the pedals for durability. You can also use enamel spray paint
(Rustoleum, etc) with mylar stencils and if you aren't too heavy handed
could probably get about 50 per sheet. There are a LOT of fun DIY options
if you go down that path. You could even have stencils laser cut on metal
locally which should offer more flexibility than PCB fabs at good rates.
With silk screen you would need to seek out ink that's appropriate for use
on metals, but of course you don't need to design an actual stencil for
those and can use any B&W/halftone image.
Both of those options should result in a much better image than a stencil
from a PCB fab.
