Yup.
My usual practice is to put the value within the footprint (cos once the
part is there, you can read its value directly) and the designator near the
footprint, following some fairly obvious pattern where it fits, e.g. for a
row of resistors RX at the left end of each resistor.
I try to do this with SMT as well, though it's much harder to get things to
fit.....
