When you create the VM in VirtualBox, it will ask you what type
of VM. Select "Microsoft Windows" and the version you plan to
install (e.g. Windows 7 64-bit). A wizard will step you through
setup such as creating a virtual disk. After the VM is created
you'll see a window with your VMs listed along the left side
and configuration on the right. Click on "Storage". A dialog
pops up with "Storage Tree" on the left. On the top row of that
you'll see two "+" icons to add an optical drive or hard drive.
Click on the +optical button and find an ISO disk image of a
Windows installation disk. You will need to have downloaded
that or find a real Windows installation/recovery CD/DVD. At
this point click on the "Start" button in the VB Manager menu
bar and it will start booting your VM. From this point it is
just like going through the Windows installation process. If
