The best resistor and capacitor kits I have found come from:

This place is based in California.  The kits offered are mostly complete:
Resistors of every 1% value in the range of zero Ohms to 1 Megohm, are
there.  You can get 50, 100, 200 or 500 pieces of each of 510 values in
0402, 0603, 0805, or 1206 packages.  Each kit is comprised of 4 "boxes" of
resistors in numerical value order.  Inside each box, there are 128 cells,
in which each cell holds one value of resistor, in the quantity purchased.
 (A "cell" is a chamber within the box in which up to 500 parts of a single
value will fit, has a door with a closure device, and is nicely labeled
with the value.)  In four boxes total, there is room for 512 values of
resistors of which 510 values are populated.  (There are two empty cells.)
 Each resistor is 1% tolerance and has a tempco of 100PPM.  The resistors
are made by Yageo.  If you purchase one of these kits with 500 of each
value, you will receive 255,000 resistors.  Is that enough for ya?

Same place also has capacitor kits.  The dielectrics are sensible for the
values supplied: C0G/NP0 for lower value caps and X7R for high values.  The
case size determines how many values there are, the specific dielectrics
used, and working voltages.  Check each kit separately to see what is in
each kit.  0805 kits for example, have cap values of 0.5pF to 22 uF.

This is the best solution I have found.  I personally own some of these
kits and I convinced my employer to buy both cap and resistor kits for my
day gig.  The opportunity cost of NOT having such kits makes the buy
decision very easy. YMMV.

As to ESD ... the plastic strips are evil but I am uncertain if resistors
care all that much.

Lastly, maybe one cannot squeeze 500, 1206 resistors into a "cell".  Read
the details online as to such limitations for parts in the sizes you want.
And please understand that you are buying by part size.  If you specify
0805, you will get only 0805 parts.
