i've used pulsonix a bit, i've exported eagle files and then used some
of the tools in pulsonix to do clean up, pull tracks and, adding
testpoints ,there are scripts for eagle but they're not context aware.
i found it pretty easy to use, the ui is a little dated i thought, but
perfectly usable, import from eagle worked well enough. but now eagle
has added a lot of those features i've not been doing it.

eagles had an "open" documented file format for about 4 years now, i
recall all the kicad users talking about importing eagles libs to
kicad.
