Hi Ian,

If the apartment wiring is incorrect then the landlord should fix it.   It’s a safety hazard and a code violation

 

Where I’m located (NH, USA) we have tenant’s rights that allow you to hold the rent until something like that is repaired.   Landlord must be advised in advanced in writing, and back rent is due immediately upon repair.   I’m sure there is something at least remotely similar where you are.
