I've seen this with Mouser as well. Worked OK using PCB designations on the first project; didn't scale to the second.
My take is that it's not intended as a per-project number, but a per-customer one.
Commercial customers use MRP systems to track & plan inventory, and the MRP systems assign SKU numbers to parts. It can be a convenience to have the customer's in-house number on the receivables. For a larger enterprise, you wouldn't want to have a different internal SKU for a common component on multiple assemblies, you'd want one part that can be used by each.
Electronics is easy, database design is hard!
