Umm.. that's the normal way of reading a quadrature encoder.  Sure,
you can use only half or quarter of the edges, but I've always used
encoders in the full all-four-edges mode.  Heck, even microcontrollers
with quadrature encoder support (usually in one of the timers) support
this mode.
