Yes. To amplify:
David said, "Would you like me to scan these for you?"
Bernie said, "No."
He has the right to say no, and it can end there. HOWEVER, Bernie didn't
just say "no." He stated a reason for it:

That is nonsense, especially in the context where it refers to the
specific case of David's offer.
And since Bernie did ask for people to help with OCR testing, it sounds
like the nonsense reason may be the only reason for Bernie to say no,
where he would otherwise like to say yes. So it's worth talking about it.
If he understands the situation better, he may decide to say yes, and that
would benefit everybody.
