The ratios of the notes are set by the ratios of teeth on the gears, so they're imperfect.

The driving gears are rigidly mounted to their shaft, but the tonewheels are mounted in pairs on separate short shafts and driven off bakelite gears by slipping clutch 
springs. I guess they may slip on start-up then mostly retain their phase relationship until you switch off.
