Tim,

You can get any 2164s from cool audio. 
As for the vca, I'd suggest the Gilbert multiplier based one, check modulus ezine 5 (it's on the web) for a schematic. You don't need a 3046 as long as you have two matches pairs, but you can get the 3046 in smt still.
