Short answer: Absolutely not.  The 2164 must terminate to virtual ground,
meaning the inverting input of an opamp with its non-inverting input
connected to ground.

This is the most inconvenient aspect of using 2164.  I have tried doing what
you suggest, and it simply doesn't work.  This is why I've had to redesign a
bunch of filters that would have used non-inverting opamps in the core.
