Here's the TI page on the LM3046, and indeed it says "Lifetime Buy:"

You may be asking for TI's page of products put on Lifetime Buy that
includes this part, but I haven't found it after a few minutes of
Googling and searching on TI's site. I generally don't have any
problem finding such things, so I worry that TI makes it hard to find.
