Indeed.  And it's not at all unusual for a component to have
specifications that can each be met, but not all at once.  For instance, a
power transistor might be able to handle 10W power or 125C temperature,
but you have to derate the power a little bit for every degree you heat it
above 50C until the actual power rating at 125C is zero.

Components are usually specified on the understanding that you know what
kind of component you're dealing with and the basic properties of that
kind of component.  One of the basic properties of ferroelectric ceramic
capacitors is that they have high capacitance for their volume, but it
decreases with DC bias, so the maximum voltage and zero-bias capacitance
are not going to both be achieved at once.
