I'll defer to others more experienced than I in case I've missed a 
trick, but I've previously grabbed appropriate power resistors out of 
the junk box (or Element14/Mouser) and gone from there.

If there is no specific data around minimum loads I'd venture calculate 
it so you're drawing about 10% of the rated maximum for the rail in 
question and size your resistors (ohmic value and power) accordingly.

If you start getting to higher dissipations consider whether the 
resistors will need heatsinking.
