[sdiy] Incremental encoder to up / down counter or pots and an ADC

4029 up/down counter, cascade them if you need 8 or 12 bits
feed one lead of the encoder as clock
feed the other lead of the encoder as direction
done

of course you have to get rid of encoder bounces first, for example RC 
filter followed by shmitt inverters.
